Stonehenge lies in a fork in a road where the A344 branches off the A303. The A344 does indeed cut very close to the ring. The plan to improve the site involves a 2km 'cut and cover' tunnel for the A303 and the erasure of the offending stretch of the A344. Incidentally, the A303 was built by the Romans, some time ago - they (and whoever added the A344) could well have used Stonehenge as a landmark when surveying the route (my conjecture) - neither of them was likely to worry about clipping the edge of a future world heritage site (designated 1986).
