Yes, it is definitely considered a racial slur. On second thought, as I can't speak for the rest of the world, I'll amend that to say that the word is most certainly a racial slur in California. I had never even heard the word until the library dean at my university used the word in a speech a few months ago. The whole thing escalated until she actually resigned her position, after being strongly encouraged to do so.

Lest anyone cry foul, more details later emerged, and it appeared that she had done other things to indicate that she was racist. Whether or not she really was racist, she's still employed by the university (to do very little, I imagine) until she leaves with a nice retirement package. Ah, the rough life of school officials.
