By my reckoning, "not quite good enough for the best" is still pretty darn good.
(Or have I misunderstood?)

When I did my Tertiary Entrance Exam for the first time, I didn't do well enough to get into the colleges I wanted to go to. (I needed an extra 0.2 of a percent to get in. Irritating, or what?)
