It's an interesting dillemma and one that I think extends further than just the government or shadowy agencies. What will happen when EVERYBODY that wants it can have access to incredibly small recording devices capable of broadcasting to the internet from virtually anywhere? You could concievably bug anybody you want to and the ramifications of this are hard to really fully comprehend. Worse, I personally can't think of any quick and easy solutions...
