You do seem to be correct. The Internet Movie Database lists "Manhunter" as being a movie from 1986 which not only features Hannibal Lecter ("Lektor" in this film), played by Brian Cox III, but also follows the same basic story and premise as the first.

I've not seen it, but I still stick by my statement that I couldn't see anyone but Anthony Hopkins in the role. At some point, I will check out "Manhunter" and take a look at it, however. After that... we'll see.
