Anthony Hopkins would be an excellent choice, but I think he would be better as Theoden. 'Course he could probably play Gollum and do a fantastic job! : )

One other name I've heard is Oliver Platt as a Hobbit (probably Bilbo). I haven't seen many of his movies, but what I have seen I've liked. And he certainly looks like a Hobbit!

As for Saruman, there are a couple of "villainous" actors that I think could pull it off - - Gary Oldman and Alan Rickman.
