Didn't someone try to do that to Arnold Schwartzennegar in True Lies? But he was wearing some sort of cool direct-camera-feed sunglasses and he could see them...or maybe he just saw their reflection in the metal handle apparatus on the urinal.

I think I'm thinking of the right movie. Wasn't there a gunfight, and some poor guy huddling in one of the stalls with his pants down?
