not sure I fully understand the question. Are you saying that the fax machine rings but does not allow the telephone to ring, but you can still answer the call by picking up the phone? If so then probably the only way to be able to make the phone ring, aside from getting a fix from Canon or someone who knows a bit more about these than I do, would be to split the phone line and put the phone on it's own jack instead of connecting it directly to the Mulitpass. I don't know what your phone connectors look like there. Here they are a small (apx 1/4" by 1/4") clear plastic block that plugs into a matching female socket in the wall. It is a simple matter to get a splitter that turns one wall socket into two. This would solve the problem quickly and easily.
Aside from this I don't know anything about these machines so I can't really help with much more.
