This is a complaint with which I wholeheartedly agree, and often I'll intentionally place the period outside the quotation marks regardless of the rules governing "correct" punctuation.

I've also heard that in England, the rules are different, and it's considered correct in sentences such as the one you provided to place the period outside the quotation marks. Does anyone know whether or not that's true?
