This was my first thought too, but while a OS that is srictly FAT16 would not be able to see a drive with a FAT32 partition (or at best report it as a NON-DOS), Win98 supports both, so wether the version of '95 had partitioned to FAT16 or FAT32 '98 shouldn't have had any problems with it. But a NON-DOS partition would be a different story. And while most of the time F-Disk sees and reports these as NON-DOS, I have seen cases where the drive didn't report at all.
