Hmm... the closest thing I can think of that is Nova Scotian is Rappie (RAW-py) Pie, or more properly, "Pâté à la Rapture". It's an Acadian (French Maritime) dish, a meat pie with a potato crust. It's not a pasty though.

I've heard of pasties, and though I don't know much about them, I didn't think they were Nova Scotian. They do sound more like what you described, a pastery containing potato, though they seem to have other vegetables and meat inside. I can't say anything for sure, though. Sorry I couldn't be more help.
