Actually, I have been in the car with someone using a hands-free phone while driving (the only downside to this is that if there are others in the car, there are no private conversations); as far as I could tell she was no more impaired than she would be talking to a passenger in the car. It was on the floor instead of the windshield, but evidently the other party could still hear her even though she was looking at the road. No, I don't know who makes the phone; sorry.
