That sounds a lot like what my mom had to go through every time she needed to clip her pug-dog's nails. This dog is surprisingly strong for a such a little critter, and my mom finally gave up and started taking her to the veterinarian to get her nails clipped. It takes two of them to do it. One of them puts the dog in a strangle hold and practically chokes her till her eyes bug out (and if you know pugs, they *already* have bugged-out eyes anyway) while the other grabs one leg at a time and clips the nails. I've taken her to the vet for this procedure once, and it's quite a spectacle.
