I just tried it on a Solaris 2.6 machine using Netscape 3 and Netscape 4.5. Both times I got the dragon to show up -- but the trick is, you have to be loading something to do it. So you first go to the Mozilla page with "about:mozilla", and then you try to go to some *other* page after that. Make it a long page so it'll take enough time for the animation to run completely through. (http://www.rinkworks.com/movies/i/all.shtml is a good one for this).
I have yet to try this at home on my Windows 95 machine. I got the about:mozilla page to come up, but I didn't think to load anything else to try to get the dragon to show up.
