I think that's perfectly acceptable. It's based upon that particular state's opinion on when an individual is old enough to handle the responsibility. It's somewhat comparable to drinking age. In most states, you must be 21. However, there are a couple, or few, in which 18 is considered legal. Now, if I were a 19 year old from such a state, and have been exercising my right to drink for a year so far, and then went into another state with the higher age limit I would have to respect that limit. I'd probably fail to see the logic of how 3 more years of age are necessary when I've only travelled, let's say, 50 miles. But, there are many laws that vary from state to state, and that would simply be one of them.

Now that I've thought about it for a few minutes more, let me modify my first statement. A 16-18 year old licensed driver from another state should be alowed to retest and obtain a Hawaiian license. This test could be more stringent than the standard test, since the driver is younger. It would, therefore, most likely only be worth it for new residents, as who would want to worry about studying and scheduling time to test during their weeklong vacation.
