Bike rental in the UK is rare (unlike Mediterranean tourist destinations where there are cheap bike hire places on every other street corner). Your best bet is probably in London, where there are hire companies catering mainly for couriers (so 250-500cc hacks) and a couple of specialists doing Dukes, Hogs, Beemers and the like for those who want to try but not buy (and not cheap). I've not rented myself so I can't be more definite (and a quick search didn't pick up anything on the internet). That said, there are off-road holiday firms in Wales who give you a bike, dip you in mud, break a rib or so and send you away a few days later with a big grin on your face :)
