Your theory sounds good to me but as far as I know, there are no toll roads or toll bridges any where in Georgia or Tennessee. I think the difference might be the cost of building roads. The further south you go the cheaper it is. When I am in New England, I see a lot of cold weather damage to roads. Georgia has the advantage of a mild climate. Also, they have large areas of coastal plain where the loose sandy soil is very easy to work with. There is no blasting. They just bulldoze the sand into the shape of a road bed and throw gravel and pavement at it. Maybe the low gas prices are Georgia's way of trying to attract tourists.
Does Connecticut still have those ultra-low speed limits? The last time I went through there I couldn't go fast enough to use fifth gear!
