DON'T get me started on this one. That was Auckland's solution to the traffic problem. Take away all the parking spaces, so people will be forced to use mass transit. The only tiny flaw in this otherwise terrific plan is that we don't HAVE any mass transit. Getting a bus from an outer suburb to the central city usually involves at least three hours, a couple of changes of bus, and finally arriving someplace where you then need to walk another half hour or more to get where you really wanted to go, by which time you will be so late they'll fire you. And all this for only twice the expended time and three times the cost of driving! Hooray for town planning.
