I guess the declartion of war came on a Monday, since the attack was on Sunday morning. That was about two in the afternoon, Washington time. In those days, with slow communication, the President would hardly have had time to prepare that speech before Monday.

It examines various technical aspects of the Zapruder film and the general state of film-making at that time, and concludes for technical reasons (and other reasons, such as witness accounts) that the public version of the Zapruder film is a total fabrication.
