I couldn't get the hammer, I tried "waiting" around and he always got me. I left the crate in the bottom of the shack and now it won't let me jump back down there and get it.

You need to go back and get that crate. You will need it again.
As for the rope- You need to get into the kitchen before you cause a distraction. I think you have the right place. You need to be tricky with the guard. Try different approaches. Example- Hide the rope when the guard is around wait until he leaves. You must enter the kitchen when everyone is out. Then cause a commotion. Hide- Exit- Go for the picture. Try all your options. Did you get the bronze coin from Baglinder? If not you won't be able to get the picture. Baglinder is the one who tells you about the picture.
