Bellsouth startup

When I boot this thing up, I sometimes get a message from the past. It dates back to when this was a new computer and I had to install the BellSouth software on it. When I was finished, it said: Congratulations! You have successfully set up your BellSouth FastAccess DSL connection. Please wait 15 seconds while connecting to a Website. Click here to go to the BellSouth.net home page.
The problem is that this page was supposed to come up once, but it keeps coming up from time to time instead of the Bellsouth home page. The result is a delay, longer than the 15 seconds, while it decides that I have already been down that road. Then it will let me finish logging in. If I try to just X it, it will keep coming up again until I humor it by clicking "here."
Sometimes I don't see it for weeks and then it takes a spell of trying to drive me crazy.
How do I get rid of it once and for all? I tried a help menu and it wanted $35 for the information. I felt like I was being blackmailed. Howard
