The thing was, Kefka didn't realize how much his actions affected everyone. He went on, doing what he wanted to do, completely oblivious to the suffering of those around him. He was a bad guy for sure, but he had a naive quality about him, he was charismatic, and you couldn't help but like the guy, as much as you didn't want to.
