Here's a rather convoluted way of looking at it, but once (or if) you understand the reasoning, I think that "is released" will make more sense to you.
#1. Once something has happened, then anything afterward has no bearing on that event.
#2. Something in the past stays in the past.
#3. Therefore, it is both possible and logical to say something like, "I 'am thinking' (present) of what I 'ate' (past) yesterday.
#4. Therefore, it is logical to say "is" (present) "released" (past) because the state of something happening in the past (or "pastness") exists in the present.
