Oh hmmm here is a few hints
Hint 1:Nobody is there to see you
Hint 2:Ground Floor
Hint 3:Had people at sometime that day
Hint 4:Has to do with one of the useless items in the game(Not even for hints)
Hint 5:Around the area you became an arsonist

If you don't get it still then give up and try to change everywhere you can go.
