Hmmm... perhaps this could be encouraged through enforced natural selection. Have a large number of silent electric cars suddenly fill the streets at random intervals, flying through at full speed, not slowing down for pedestrians. The project could be funded by the Department of Transportation, with the ultimate goal of improving the safety-consciousness of pedestrians throughout the city. The motto of this project could be something like, "Heh. Bet he won't do *that* again!"
