Start with the artist quest, it's easiest.

You may have encountered an antisocial candidate near the Main Gate. You just have to make him look and smell like an artist.

You forgot to vandalize something in the janitorial closet and to grab a handful of the football pitch. Once you've done that, you'll have all the items you need to dress him up. See what you can give him.
