It's German. I don't recognise all the special words and abbreviations but I can make something out of it.
They are made from some fine baking mix (I don't know what Auslese or Biat is). IBE, whatever that means, is 3 pieces (most likely means there are 3 cookies). "Davon Fruktose 22 g" means "of which 22 g is fructose". 22 g is about 0.78 ounces and yes, fructose is some kind of sugar.
