Thr trouble is, what else can they do? There are basically two options; leave the money in the account, or take the money from the account.

In the former case this would be very much abusable if they left every amount under 37 cents in the account (which we'll say is the break-even point). It doesn't take too many incidents like that to get $1.00, and from there to get $2.00, etc... and in any case, banks have to be very particular about money. It's their job.

But in the latter case, they HAVE to tell the customer what they did otherwise they'll have all hell to pay from the customer when they demand to know where the money went. You just don't make changes like that without telling the customer.

So while it might seem stupid, it's really not. It's basically a choice of being abusable (of perhaps values greater than 37 cents in the long run) or spending 37 cents to tell the customer they took 2 cents from their account, and thus not being abusable like that.
