1) Seeing as you have no dragon costume in your inventory, I assume you've already left Silus and Verna at the dumpster by the bus in the southeast corner of campus. If so, said bus is not going anywhere yet. If not, get the costume and take them where they can stake the bus out for you. You need to have them in position before you can do anything.
2) Approaching the bus directly = bad idea. Take a look at that map in your inventory. Notice something that connects one corner of campus to the southeast corner? It's not a fun route, but it's your only option.
3) Last but not least, when the opportunity arises to be observant, take it.
