Remember, ALL of these junctions have to be connected to a single circuit. Visualize the doughnut these junctions are placed upon and follow the wires as you have oriented them. A pair of "NI NI" circuits connect to each other along the inner parallel correctly, and if you follow the northward-pointing wires, they do indeed connect to the SO SO junctions above them, which connect to each other along the outer parallel. Great! However, those four junctions are a complete circuit independent of the other eight junctions.

Essentially, you've followed all the rules but one -- instead of making one complete circuit, you've made three complete circuits that are independent from each other. The only thing remaining, then, is to make some adjustments so that these circuits connect to each other.
