Not exactly. I'm no computer whiz like Ciaran over there, but from what little I understand, Disk Cleanup involves deleting old files that you don't need any more, whereas defragmenting involves reorganizing the files you want to keep on your hard drive more efficiently so that the processor can find them faster.
