Well, of course you can't; getting out of a hot air balloon while it's high up in the air is a bad idea. :)

Seriously, though, this is like any other Outlaws fight: keep track of what works and try something else when you get to another stage of the fight. If I remember correctly, the sandbags will come in handy.
