If they did, it was extremely half-arsedly done. CNN reported at one point that they never actually performed any tests on how much the structure was going to be able to take in the event of a natural disaster. I also remember seeing someone on the Something Awful forums posting that telling people to go to the Superdome wasn't likely going to be a good idea, because they weren't really prepared for anything more than a minor emergency lasting a few hours.
