After following Mandi's advice, there's a couple of side tasks you can follow up on...

1. Give the raving lunatic in the square some food for thought, and then leave so he can chew on it for a while (heading north and then immediately south should do it).

2. Afterwards, try to be a little more persuasive in your bartering with certain merchants in the northern parts of Larosis.
