Once you've found the spot in the maze you'll need to dig in, the gardener working on the front lawn SHOULD have abandoned his tools.

Can't get the gear til you know why you need it, and you'll require some cash flow to do so. You didn't post your inventory, but since you don't even have the spade I know you haven't unearthed the document that tells you why you need the gear.
