No. It's an assumed part of the cheeseburger. Saying cheese is a topping for a cheeseburger is implying that it is optional. It is not. Saying it is is like saying chili is optional on a chili dog.

Cheese is a topping for a hamburger, chili is a topping for a hot dog. But if you order a cheeseburger or a chili dog, the cheese and the chili respectively are no longer optional toppings, they are integral parts of the food in question. If you order a hamburger, you may be asked if you want cheese on it. You will never be asked that if you order a cheeseburger. Same with a hotdog compared to a chili dog.
