You need a dry place to sleep, and the library archive's your best bet. Of course, sneaking in there's going to take some work.

Notice how that guard always comes out when you break a window, and how he ALWAYS heads towards the crates? Leaving the library doors wide open for anybody who happens to start off in a different direction?
