That will be small programs (usually Javascript) which your browser runs on a page, typically to display random texts or other arcane things. The Forum has a small script at the top to summon a random ad banner.

Some sites don't work too well without scripting, so turning it off mid-browse can cause problems. However, it's almost never necessary to have scripting turned on in order to use a site.

See above. It's dodgy coding. The person who coded it (in the case of the ad banner, it's not something Sam can fix). No.
