Seriously, when there is a power failure, especially one where there is still a small fraction of normal voltage, it is best to turn off everything. Air conditioners are particularly in danger of damage. Under those conditions, you should leave them off until the power returns to normal. Any time you turn an airconditioner off it is good to wait a few minutes before turning it back on. That even applies to the one in your car.
