I can't confirm or deny, and while I don't have any direct experience with the FFXI RP game, I did read some of the peripheral commentary related to the RP gaming on FFXI. From what I saw, you've hit it dead on, and the very concept terrifies me to my core.

I love a good fantasy story, and I love a good roleplaying game, and I love to get into character sometimes to do stuff. However, all RP all the time in an environment where RP does not directly advance the game, but instead only serves as an escape for the players involved -- I do not like it.
