I think you're playing Fantasy Quest 1, right? You get
the hook at the general store, but you'll have to find
something to trade for it first. The fishing pole is found
somewhere in that area of the world. If you don't know
how to get to the store, have you gone across the
bridge over the chasm next to the cave? If not, try to do
so; if you can't, you might need another item. (This is
why posting your inventory is helpful. ^_~)
