According to what it says now on the page, to wit: "we are looking into the possibility of allowing customers more freedom in transferring to realms of their choice in the future," I'd say it's a safe bet that Blizzard has at least considered expanding that definition. I'd be surprised if they allow characters to change server TYPES, though.
