Actually, you're on the right track with the library. The guard in there is sleeping, but breaking a window would wake him up for sure.
In fact, if you timed it right, you could run off and double back to sneak in the library while the guard investigates the tarps. You'll also need to find a hiding place once you get in the library. If you get caught, you can always try again; there's an unlimited supply of rocks and windows.
