Fortunately, it's a small number, so you can exit the boarding house, go up the road once, then back down, then re-enter the house and see if dinner's ready. Keep experimenting; it's probably the trickiest section of the game.

What worked for me was going to sleep in the boarding-house room, leaving and going to the blacksmith then going straight back to boarding-house. If you check the dining room and dinner still isn't ready, try leaving then going back inside.
