I can't see what you're doing wrong, but since it's that much trouble to get a short URL, I have a completely different idea for you.

You could get a free page on geocities or wherever they give them out, upload the image there, and use the reasonably short geocities URL for the image. You won't need to maintain an actual website, it would just be a way to store the file at a known address you could link to.
