Control room 30 unlocks two doors, one in the first block (1-10) and one in the second(11-20). You must start the puzzle by entering the first block otherwise you'll get stuck. Once you've played with room 10 and 20 you should always be able to re-enter the 3rd block via the door you jammed open in the docking bay. You've pretty much solved the puzzle already.
