A few things come to mind about the manhole cover. Maybe the pipes were steamcleaned at the factory. Or, perhaps the cover itself was sanitary. Or, since the word "sanitary" bears a passing resemblance to "seminary," perhaps it refers to some sort of school for sewer pipes.
