You'll need to finish the OSM Tube job before Kepler will leave his office. You were almost there, with 2 of the 3 security codes put in, but then you hit the M-30 Access System Reset Switch without the code entered there (rather, it was entered there originally, but you wiped it out early on before visiting the other control rooms), so it reset the other 2 codes as well. You'll have to do them over again.
