Yes, it's carried by telephone lines, but your exchange needs to be DSL-enabled. It's possible that if they were 100 yds down the road, they would by attached to a different exchange, so that makes a certain amout of sense.

Withoiut knowing what the difference is between business and residential DSL, that seems to make less sense. I'd assume that business DSL is a wider bandwidth, so there should be no reason why they couldn't throttle that back...
