Well yeah, it's because they put pictures of people's heads on money, but not on plain numbers. Dollars have a natural association with the head and brain. So it's technically incorrect to say that President Lincoln's portrait is "on the five". He's actually on the five dollar bill, and nobody's portrait is on the number five. The number five is a plain number with no association whatever to heads or brains.
Also, nobody is on either the mile or the gallon, so that's why you can't work out your mileage. Even the people who work on the space shuttle figure that it gets about 560 gallons per mile, and they're as mathy as they come.
